In a large bowl, whisk together the flour, sugar, baking soda, and salt.
In another large bowl, beat the eggs and sour cream until well combined. Add the Guinness mixture and beat until just combined.
Gradually add the dry ingredients to the wet ingredients, mixing until just combined.
Bake the Cupcakes:
Divide the batter evenly among the cupcake liners, filling each about 2/3 full.
Bake in the preheated oven for 17-20 minutes, or until a toothpick inserted into the center comes out clean.
Let the cupcakes cool in the pan for 5 minutes, then transfer to a wire rack to cool completely.
Prepare the Frosting:
In a large bowl, beat the cream cheese and butter until light and fluffy.
Gradually add the powdered sugar, one cup at a time, beating well after each addition.
Add the heavy cream and vanilla extract, and beat until the frosting is smooth and spreadable. If the frosting is too thick, add more heavy cream, one tablespoon at a time, until the desired consistency is reached.
Frost the Cupcakes:
Once the cupcakes are completely cool, frost them with the cream cheese frosting using a piping bag or a spatula.
Optionally, garnish with chocolate shavings or a dusting of cocoa powder.
Enjoy!
