Preheat Oven: Preheat your oven to 400°F (200°C). Lightly grease a muffin tin or use silicone muffin cups for easy removal.
Mix Ingredients: In a large mixing bowl, combine the mashed potatoes, egg, cheddar cheese, Parmesan cheese, chives, flour, garlic powder, salt, and pepper. Stir until well mixed.
Shape and Coat: Use a spoon or small cookie scoop to portion out the potato mixture. Roll each portion into a ball and then lightly coat each ball with panko breadcrumbs for an extra crispy texture.
Bake: Place the coated potato balls into the greased muffin tin, pressing slightly to flatten the tops. Spray the tops lightly with cooking spray or brush with a bit of oil.
Cook: Bake in the preheated oven for 15-20 minutes, or until the puffs are golden brown and crispy on the outside.
Serve: Let the puffs cool for a few minutes before removing them from the tin. Serve warm as a side dish or snack.
