Millionaire Shortbread Brownie Bars

1 cup (200g) granulated sugar
1/4 cup (60ml) water
1/2 cup (120ml) heavy cream
2 tablespoons unsalted butter
1/2 teaspoon vanilla extract
For the Chocolate Topping:
1 cup (170g) semi-sweet chocolate chips
1/2 cup (120ml) heavy cream
Directions:
Prepare the Shortbread Layer:
Preheat the oven to 350°F (175°C). Line a 9x13 inch (23x33 cm) baking pan with parchment paper, leaving an overhang on the sides.
In a large bowl, beat together the softened butter and sugar until light and fluffy. Gradually add the flour and salt, mixing until just combined.
Press the shortbread dough evenly into the prepared pan. Bake for 20-25 minutes, or until the edges are lightly golden. Allow to cool completely in the pan.
Prepare the Brownie Layer:
In a medium bowl, whisk together the sugar, melted butter, and cocoa powder until smooth. Add the eggs and vanilla extract, mixing until combined. Stir in the flour and salt until just incorporated.
Pour the brownie batter over the cooled shortbread layer, spreading it evenly. Bake for 20-25 minutes, or until a toothpick inserted into the center comes out clean. Allow to cool completely in the pan.
