Cook the potatoes in a pot with water and salt until they are soft or for approximately 5 minutes.
For the tuna, heat the oil and cook the onion, garlic, tuna, celery, habanero pepper, cream, mayonnaise, cilantro and chives, and cook for 10 minutes
Place a layer of potato in a baking dish followed by the filling and then a layer of cheese. Repeat the process until you reach the edge and bake at 180°C for 10 minutes, until melted.
Cut and serve hot. Decorate with chives or cilantro
